Dr. Jovan Rabrenović from the Institute of Economic Sciences noted that the average number of nights per arrival fell from 5.98 to 5.63, suggesting that rising arrival numbers do not always equate to increased economic value.

To address these complexities, the Chamber of Economy of Montenegro (PKCG) has called for increased synergy between state institutions and the private sector to improve air accessibility. During a meeting at Montenegro Airports, Nina Drakić, President of the PKCG, stated that air accessibility must be integrated with investments and service quality to transform accessibility into higher tourist spending and more stable business operations. Officials emphasized that improving air connectivity is a critical prerequisite for extending the travel season and developing sectors such as MICE, health, and winter tourism. Minister of Public Works Majda Adžović also noted the strategic importance of developing airport infrastructure for the national economy.
