Niger irrigation and power financing

Overview

On 28–29 July 2026, Niger’s government and the Bank of West African States (BOAD) signed two financing agreements totalling 60.6 billion FCFA (≈ $105 million). One allocation of 30 billion FCFA went to the Office National des Aménagements Hydro-agricoles (ONAHA) for irrigation equipment to expand irrigated land and improve food security; the other 30.6 billion FCFA was directed to the Nigerien Electricity Company (NIGELEC) for a 23-MW power plant to boost industrial electricity supply. These agreements were presented as part of President Abdourahamane Tiani’s national redevelopment programme.

Simultaneously, the Energy Minister inaugurated a three-day fair showcasing subsidised solar kits and clean-cooking appliances under the World Bank-financed Haské programme.

To further food security, ONAHA has launched an initiative to deploy 1,000 solar-powered boreholes, aiming to transform the Dallol Bosso valley into a year-round agricultural hub. In the Dosso region, authorities have begun receiving 580-watt solar pumping systems. This transition from fuel-powered pumps to solar technology is intended to reduce costs for local farmers and eliminate dependence on fluctuating hydrocarbon prices, serving as a pilot model for nationwide expansion.

In a move to bolster energy sovereignty and industrialization, Niger announced a new 200 MWp solar power plant project in Niamey. The contract, valued at 126.1 billion FCFA, was signed with Niger Electricity Power Production and includes a battery storage system. The project is expected to be completed within 24 months, with electricity sold to NIGELEC at 35 FCFA/kWh under a 20-year agreement, after which the facility will be transferred to the State.
