Nigeria army expansion under Tinubu

Overview

Following the late‑July 2026 announcement that Nigeria would add 28,000 soldiers and raise the army’s divisions from eight to twelve, the rollout has progressed rapidly. On 26 July President Bola Ahmed Tinubu formally approved the recruitment of the 28,000 new troops and the establishment of four new divisional headquarters in Makurdi, Ilorin, Jalingo and Benin City. The move was welcomed by the Tinubu/Dikko Again 2027 Women and Youth Center and retired generals, who stressed its potential to boost operational effectiveness, create jobs and curb banditry, terrorism and farmer‑herder clashes.

Three days later, on 29 July, Chief of Army Staff Lieutenant General Waidi Shaibu appointed General Officers Commanding for the newly created divisions, detailing their geographic responsibilities: 1 Division Kaduna (Kaduna, Kano, Katsina, Jigawa), 2 Division Ibadan (Oyo, Osun, Ekiti, Ondo), 3 Division Jos (Plateau, Bauchi, Gombe), 5 Division Makurdi (Benue, Nasarawa, Kogi), 6 Division Port Harcourt (Rivers, Akwa Ibom, Cross River), 7 Division Maiduguri (Borno, Yobe), 8 Division Sokoto (Sokoto, Kebbi, Zamfara), 9 Division Ilorin (Kwara, Niger) and 10 Division Jalingo (border areas of Taraba and Adamawa). Existing formations—including 81 Lagos, 82 Enugu and the planned 83 Benin City—remain in place. Each division will move from Initial to Full Operational Capability in a phased schedule, aiming for seamless force projection nationwide.

The expansion is linked to a $3.05 billion social‑protection package (NG‑CARES, SOLID, HOPE) that targets displaced persons and human‑capital development, framing the military build‑up as part of a broader security and socio‑economic agenda.
