Nigeria gas sector and LPG penetration development
Overview
In July 2026, Nigeria moved a key step toward commercialising its indigenous floating LNG capability when UTM Offshore, Seplat Energy and the Nigerian National Petroleum Company signed a gas sales agreement for the UTM FLNG project. The deal clears a major commercial hurdle for the deep‑water Yoho field facility, which is expected to produce 176 million cubic feet of gas per day and begin shipments by 2030, while also supplying LPG for domestic use.
Following this, the federal government inaugurated the National Grassroots LPG Penetration Programme (NGLPP) in Bayelsa State. This pilot rollout, involving the distribution of 27,000 cylinders in Yenagoa, utilizes a design that includes cylinder recirculation, digital monitoring, safety education, and local refill centres. The initiative is part of the Decade of Gas Initiative and President Tinubu’s Renewed Hope Agenda, aiming to reach five million households by 2030 and eventually 10 million households by 2060.
The programme has since expanded to Akwa Ibom State, marking the second phase of a nationwide rollout. In Uyo, 27,000 filled LPG cylinders were distributed to beneficiaries. To ensure sustainability, the initiative employs a ‘Depot–Hub–Node’ cylinder exchange model designed to place refill points within one to two kilometers of participating communities. Beneficiaries are also set to receive up to six cylinder refills within their first year. The program utilizes a digital monitoring platform with barcode-enabled tracking to monitor cylinder usage and household adoption rates. This federal effort is being complemented by state-level plans, such as an Akwa Ibom initiative to empower 110,000 women through cooperative societies by October 2026. Together, these actions illustrate Nigeria’s push to monetize gas resources, expand domestic energy access, and reduce reliance on firewood and charcoal.
