Argentina energy subsidy negotiations and reforms

Overview

The Argentine national government and governors of the Norte Grande region have reached a strategic agreement to restructure electricity subsidies to address high summer energy demand. Negotiated by Economy Minister Luis Caputo and Chief of Staff Diego Santilli, the deal provides increased subsidized consumption limits between November and April. In ‘warm zones’, limits will rise from 150 kWh to 300 kWh, while ‘very warm zones’ will see an increase from 300 kWh to 550 kWh. Depending on the specific zone, the measure is expected to cover between 50% and 80% of electricity costs. This political consensus serves as a compromise to secure regional support for a separate legislative initiative: reforming the ‘Cold Zone’ (Zona Fría) gas subsidy regime. The administration intends to implement the electricity changes via administrative resolution to bypass Congressional approval, aiming to offset the costs of the new summer benefits with fiscal savings from reduced winter gas subsidies. Following negotiations in Buenos Aires, the government ratified the continuity of the ‘Zona Fría’ regime for the Patagonia region. This followed arguments from Neuquén Governor Rolando Figueroa, who asserted that Neuquén, as a major hydrocarbon producer, should retain these benefits. As part of this agreement, the national government will also transfer management of several national routes to the province, including sections of routes 40, 231, and 242, and the Villa La Angostura bypass project. However, the Argentine Senate has since issued a favorable report on a bill to restrict ‘Zona Fría’ gas subsidies. The proposed legislation would limit these benefits exclusively to the Patagonia region, Malargüe, and the Puna, potentially removing support for millions of households in other regions, such as approximately 400,000 in Mendoza. To mitigate this impact, the government has proposed compensation through increased summer electricity subsidies.
