Overview

Operation Rosny, the NSW Independent Commission Against Corruption inquiry launched in early July 2026, began by examining alleged illegal donations, council-stacking and related misconduct involving the state Liberal Party. Senior figures, including Damien Tudehope, stepped down from the front bench, increasing pressure on leader Kellie Sloane. Documents showed five sitting Liberal MPs had voted in October 2021 for a factional motion that placed council candidates in the Hills Shire outside normal pre-selection, linking them to alleged payments from Nassif to power-brokers such as Christian Ellis. In August, the inquiry intensified its focus on the ‘Reformers’ faction. Testimony revealed the group’s alleged successful takeover of the Coffs Harbour branch in 2018 and examined whether Dallas McInerney, head of Catholic Schools NSW, used organizational funds through bogus consulting invoices to finance the faction. Jean-Claude Perrottet testified to receiving payments from Reformers accounts and monthly invoices from a company called Beckington for unknown work, while noting Nassif had offered $100,000 to a Perrottet brother for political purposes. Further evidence detailed a coordinated smear campaign against former building commissioner David Chandler to prevent regulation of projects associated with the firm Toplace. In late August, Liberal powerbroker Charles Perrottet testified regarding his dealings with Nassif. He admitted to fabricating information in messages to Nassif, including false claims of having contacts in the Planning Delivery Unit to assist with development approvals.
