Pacific climate resilience and El Niño response

Overview

Following the opening of the 5th Pacific Ocean Pacific Climate Change Conference in Honiara on September 15, the Solomon Islands government unveiled a climate action plan through the GREAT Coalition Government. Prime Minister Mathew Wale designated climate change as a national security and economic priority, proposing legislative reforms such as a Climate Change Bill and a National Disaster Council Bill to facilitate renewable energy transitions and community relocation planning. Concurrently, the Solomon Islands Chamber of Commerce and Industry called for Electricity Act amendments to reduce high energy costs and encourage renewable competition. In Fiji, Minister Lynda Tabuya highlighted the use of approximately US$99.7 million in Green Climate Fund (GCF) financing to protect water, forests, and fisheries, stressing that funds must reach local communities. The establishment of a GCF Pacific Sub-Regional Office in Suva is intended to provide closer regional support. As El Niño conditions persist, Vanuatu is experiencing significant water shortages. In rural Efate, dwindling rainwater supplies have forced farmers and families to travel long distances to secure water for households and livestock. In response to these vulnerabilities, the Government of Vanuatu signed the Declaration on Children, Youth, and Climate Action, a commitment to center the rights and voices of young people within national adaptation and climate policies. At United Nations meetings in New York, leaders from the Solomon Islands and Papua New Guinea escalated calls for international intervention regarding sea-level rise. Solomon Islands Minister Wayne Ghemu emphasized the need to protect the “dignity, culture, and customary connections” of communities facing relocation. Papua New Guinea Prime Minister James Marape criticized industrialized nations for making “empty promises,” while Prime Minister Matthew Wale called for predictable, grant-based finance to support tangible resilience. In Nadi, Fiji, Pre-COP talks have introduced new initiatives regarding climate finance and fossil fuel influence.
