Peruvian legislative organizational developments

Overview

In August 2026, the Peruvian legislature finalized internal organizational structures for the 2026–2027 session, impacting both domestic and regional influence. Within the Andean Parliament, Peruvian representatives secured leadership roles to bolster regional integration and legal harmonization. Jahn Clerk Nicanor Toledo Palomino will preside over the Commission on Education, Culture, Science, and Information Technologies; Paul Percy Fernández Bravo will lead the Commission on Human Rights, Social Development, and Citizen Participation; and Marcio Marino Bendezú Echevarría will head the Special Commission on the Future.

Domestically, the Senate restructured its organization through the Junta de Portavoces. Carlos Mesía Ramírez of Fuerza Popular was elected to preside over the Constitution, Regulations, and Foreign Relations Commission. The Senate also implemented a restructured organization that groups several previously separate matters, such as combining Health with Education, Culture, and Social Development.

The Chamber of Deputies distributed leadership based on proportional caucus size. Fuerza Popular obtained six presidencies, while Juntos por el Perú secured three, including the commissions for Constitution, Regulation and Foreign Relations; Energy and Mines; and Justice and Human Rights. Henry Albañil was appointed to lead the Ethics Commission.

By mid-August, the Plenary approved the structure of the Permanent Commission, consisting of 28 ordinary members and four ex officio members. The Bicameral Budget and General Account Commission was also defined with 38 members, split equally between 19 senators and 19 deputies. Further committee appointments include Catherin Palomino of Juntos por el Perú as president of the Justice and Human Rights Commission and Gustavo Segura Figueroa of Renovación Popular leading the National Defense and Internal Order Commission. Members of the Constitutional Accusations Commission have emphasized the need for due process to avoid “political persecution” during investigations.
