Poland infrastructure resilience, ESG & AI (2026)
Overview
Polish business groups continue to press for early compliance with the EU’s CSRD, NIS2, DORA and AI Act, while the National Cybersecurity System (KSC) Act has been amended to embed NIS2 and broaden board-level cyber-risk oversight. In 2026, a series of sector-focused events reinforced this trajectory, highlighting municipal cyber-defence and the human-skill gap for AI-enabled security teams.
Regulatory implementation of NIS2 has reached a critical phase. An amendment to the KSC law requires medium- and large-sized firms in 18 essential sectors—including energy, transport, finance, health, ICT, manufacturing, and logistics—to register as “key” or “important” entities. Approximately 38,000 entities may be affected, including roughly 11,000 non-public organizations. While public bodies and telecommunications providers are entered into the registry automatically, other organizations must submit applications by 3 October 2026. To assist this transition, a pre-verification service is available via the Biznes.gov.pl portal, and the Ministry of Digital Affairs is issuing official notifications to organizations to supplement missing data in the central registry.
The heightened regulatory environment, which includes making board members personally liable for cybersecurity failures, has spurred commercial responses. For instance, Orange Polska has launched a Dynamic SOC service to help firms meet these obligations and avoid multi-million-złoty penalties.
These developments deepen Poland’s cross-sectoral agenda that couples AI-enabled sustainability tools, stricter ESG reporting, and heightened cybersecurity oversight with its broader infrastructure-resilience strategy. By mid-2026, Polish firms are increasingly deploying AI to monitor emissions, optimise energy grids and detect cyber threats, though industry leaders warn about the growing carbon footprint of data-centre operations.
