Overview
Poland has initiated several digital and technological developments involving infrastructure, industry support, and legislative regulation. In late August 2026, the Ministry of Digital Affairs introduced new tools to support the technology sector and broadband connectivity. This included the SIDUSIS information system, allowing residents to verify broadband availability and report connectivity gaps, and the ICT.gov.pl platform. Deputy Minister Rafał Rosiński noted that the new portal aggregates information from various state institutions to assist the IT industry and startups with business development and international expansion. By mid-September 2026, the focus shifted toward the regulation of digital platforms. The Ministry of Family, Labour and Social Policy drafted legislation to implement EU directives regarding gig economy work, proposing a presumption of employment for certain workers, such as couriers, drivers, and translators. While the OPZZ trade union criticized the draft for not addressing specific Polish market structures, officials also moved toward stricter social media controls. During the ‘Safer Internet’ conference, Deputy Prime Minister Krzysztof Gawkowski emphasized the need for platform accountability regarding the well-being of minors, discussing potential age restrictions, penalties for sexual deepfakes, and the enforcement of the EU’s Digital Services Act. Regarding administrative digitalization, the Ministry of Development and Technology confirmed that starting November 1, 2026, establishing a sole proprietorship must transition to a mandatory electronic format. Applications for the Central Register and Information on Economic Activity (CEIDG) will no longer be accepted in paper form for adults at municipal offices. New digital forms, including the CEIDG-1 and specific annexes for successor managers and legal representatives, will be implemented via the Biznes.gov.pl portal starting October 14, 2026.
