Quintana Roo tourism economic development
Overview
Quintana Roo officials and business leaders are pursuing various strategies to strengthen the state’s tourism sector and economic development. In early September, state officials participated in Mexico Investment Week in New York to attract international investment and increase connectivity to the Mexican Caribbean. By late September and early October, the region faced a downturn during the low season. Hotel occupancy in the Mexican Caribbean averaged 46.9 percent, with areas like Holbox seeing rates fall below 30 percent. Economic strain has manifested in Playa del Carmen, where between 10 and 15 permanent restaurant closures have occurred, and in Tulum, where businesses face high rents and decreased tourist spending. Business leaders have warned of a significant tourism crisis, reporting estimated lodging revenue losses of 6.375 billion pesos between 2025 and 2026 due to declining visitor numbers and the cancellation of airline routes. This loss is described by hoteliers as being equivalent to ‘over seven days of zero hotel occupancy.’ A major point of contention is a proposed 35.8 percent increase to the Non-Resident Right (DNR) in the 2027 Economic Package, which would raise the fee from 983 to 1,334.80 pesos per visitor. Representatives from the Mexican Association of Women Entrepreneurs (AMEXME) and other tourism sectors have petitioned the Mexican Chamber of Deputies to reconsider the hike, requesting a technical evaluation of the cumulative tax burden. Senator Mayuli Latifa Martínez criticized the proposal, suggesting the tax increase serves as a ‘caja chica’ (petty cash) for the Morena party. Industry leaders argue that the combined weight of the DNR, airspace fees, Visitax, and environmental taxes reduces competitiveness against other Caribbean destinations, alongside security concerns and sargassum issues. In response to challenges, authorities in Cancún approved extended closing hours for bars and nightclubs in the Hotel Zone to stimulate consumption.
