Rail Baltica Latvian funding delays

In mid‑July 2026 Latvian officials warned that the Rail Baltica line to Estonia was unlikely to be finished by the 2030 target, citing a €14.3 billion cost estimate for the Baltic segment—far above the original €5.8 billion forecast—and suggesting a realistic completion date of 2035. Political commentators blamed a lack of sector expertise for the project's slow progress.

Two days later the Latvian government approved amendments to the European Infrastructure Connecting Instrument contract, extending the construction deadline to 31 December 2029 and providing a €29.2 million pre‑financing grant to keep work on the Riga‑airport connection alive. Prime Minister Andris Kulebs stressed that Latvia alone could not cover the estimated €2 billion shortfall and called for a joint Baltic approach with Estonia and Lithuania, while the parliament considered expanding the project‑board to improve oversight.

On 26 July 2026 European Parliament member Roberts Zīle warned that Latvia has so far relied mainly on the Connecting Europe Facility and a modest share of the EU Recovery and Resilience Mechanism, and urged the government to tap other EU programmes. He noted that the EU multi‑annual budget earmarks about €50 billion for the Rail Baltica base fund, but the Baltic states would need roughly €10 billion, an amount unlikely to be secured as a fifth of the total. Latvia has yet to draw the full €2 billion of cohesion money available, and if an agreement on the remaining funds is not reached by August the money will lapse. While missing the 2030 deadline would not trigger major sanctions, the country must demonstrate progress to retain EU support, and failure to obtain the needed financing could jeopardise future EU‑backed projects.
