Romania-Bulgaria Friendship Bridge transit changes
Overview
Romania has implemented changes to the Friendship Bridge (Giurgiu-Ruse) crossing between Romania and Bulgaria. As of October 1, Romania eliminated crossing fees for vehicles traveling from Romania to Bulgaria as part of its new TollRo electronic road tolling system, aiming to reduce congestion. However, fees remain for those traveling from Bulgaria to Romania. While Bulgarian parliamentarians have urged their government to adopt reciprocal measures, no decision has been made by the Bulgarian government.
In addition to tolling changes, the bridge is undergoing a rehabilitation project. As part of this renovation, which saw roadway updates completed in June, maintenance involving the installation of water drainage systems at the bridge joints will occur in two stages in October 2026.
According to the Road Infrastructure Agency (API), traffic on a 320-meter section near Ruse will be restricted to two-way movement in a single lane from Monday through Thursday. From October 19 at 09:00 until October 22 at 17:00, the right lane will be closed, forcing two-way traffic into the left lane. From October 26 at 09:00 until October 29 at 17:00, the left lane will be closed, requiring traffic to use the right lane. During these periods, vehicles will be released in alternating 20-minute intervals per direction, managed by signalers. No repair work is scheduled for Fridays, Saturdays, or Sundays. Authorities have warned of substantial increases in border waiting times and advise travelers to use alternative routes. The full rehabilitation project is scheduled for completion by December 3, 2026.
