Romania child allowance and youth support administration

Overview

In early September 2026, Romania scheduled the distribution of various social benefits, including child allowances, childcare indemnities, and the insertion stimulus for parents returning to work. The National Agency for Payments and Social Inspection (ANPIS) coordinated these payments via bank transfers and postal deliveries.

Following these distributions, a legislative proposal was introduced to the Romanian Parliament to modify child allowance structures. The proposal suggests setting the allowance for children aged 3 to 18 at 100 lei starting in September 2027 and introducing a monthly presence grant of at least 250 lei for students meeting specific academic or attendance criteria. While the Legislative Council issued a negative opinion regarding the modification of the universal allowance, the project remains in the parliamentary process.

New legislative efforts are also targeting support for individuals under age 26. Youths exiting the special protection system may be eligible for a monthly allowance if they are studying or employed, a right that extends to those who have already left the system under specific criteria. However, once an individual exits the protection system to claim this allowance, they cannot re-enter the special protection system.

Furthermore, a proposal to amend the Fiscal Code seeks to expand tax exemptions for part-time workers under 26. While social contribution exemptions for part-time contracts are currently limited to students and pupils, the new measure would remove educational enrollment requirements, applying the exemption to all young people up to age 26 to encourage employment and reduce employer costs.
