Romania-Moldova education reforms

Overview

In late July 2026, Romania’s Ministry of Education opened a public consultation on a draft procedure allowing school administrators to receive partial or total exemption from teaching duties to focus on management, projects, or union activities.

Concurrently, Moldova has implemented several educational reforms. The Ministry of Education and Research overhauled textbook procurement, raising the quality weight to 90% and earmarking 150 million lei for new titles. Between 11–13 August, Moldova launched a training program for over 250 authors, supported by Estonian experts, to modernize content and digital resources. Secretary General Galina Rusu noted the goal is to shift from rote memorization toward practical application.

To commemorate the 35th anniversary of Moldova's independence, the 2026–2027 school year will begin on September 1 with a thematic lesson titled “Independence That Unites Us.” Developed with the Council of Europe, the curriculum covers the path to independence, state symbols, and democratic values.

In late August, the Ministry hosted the fourth National Forum of Teaching Staff, themed “35 Years of Independence: history, identity and national dignity.” The forum included discussions on education's role in a democratic state and featured awards for the “Noi suntem Europa” (We are Europe) competition. This contest recognized 170 students from 23 regions who produced videos highlighting the cultural and traditional ties between Moldova and the European Union.
