Russia-Indonesia diplomatic and economic relations

Overview

Diplomatic and economic relations between Russia and Indonesia have shown significant strengthening. In August 2026, Russian President Vladimir Putin praised the bilateral relationship as developing “very successfully” in a message to Indonesian President Prabowo Subianto. Following this, President Prabowo traveled to Vladivostok for the 11th Eastern Economic Forum (EEF) from September 1–4, 2026.

During the forum, the two leaders discussed expanding cooperation across sectors including agriculture, shipbuilding, digital technology, trade, energy, nuclear technology, maritime cooperation, and space technology. President Prabowo emphasized economic connectivity, stating, “The Pacific Ocean does not separate us. The Pacific Ocean connects us. It is not a wall between us. It must be a highway between our two economies.” He proposed establishing direct shipping and flight routes to improve logistics and urged a transition from personal trust to institutional cooperation supported by reliable payment systems.

Key economic initiatives include investments in mineral resources and fertilizer. Specifically, state-owned Pupuk Indonesia signed a memorandum of understanding to conduct a joint study regarding a potential urea fertilizer plant in Vladivostok. In the maritime sector, President Putin proposed cooperation involving advanced fishing vessels exceeding 102 meters in length. Furthermore, Energy and Mineral Resources Minister Bahlil Lahadalia announced that licensing for the Russian company Rusal to develop a bauxite downstreaming project in Kalimantan is nearing completion. Indonesia has also commenced the second phase of crude oil imports from Russia to diversify energy sources.

Following the forum, Indonesian officials addressed misinformation regarding the trip. Muhammad Qodari, Head of the Government Communications Agency, stated the visit aligns with Indonesia’s “free and active” foreign policy. Meanwhile, members of the Indonesian House of Representatives called for investigations into viral hoaxes, including false claims regarding President Putin’s interactions with Prabowo and the conduct of Foreign Minister Sugiono.
