Overview

Serbia is advancing its energy infrastructure through large-scale gas and electricity projects. Initially, the Serbian Ministry of Mining and Energy engaged with the World Bank to discuss a multi-year gas program valued at nearly one billion euros. This initiative focuses on developing internal gas infrastructure, including the Niš-Velika Plana pipeline, expanding storage facilities, and assessing readiness for hydrogen transport. Following these infrastructure discussions, Serbia expanded its energy cooperation with Azerbaijan. The Serbian Ministry of Mining and Energy, Elektroprivreda Srbije, and Srbijagas entered negotiations with SOCAR to form a joint venture. This partnership aims to construct a 500 MW gas-fired combined heat and power plant near Niš at an estimated cost of €600 million, intended to provide grid flexibility for renewable energy integration. More recently, during an energy conference in Belgrade, Minister of Mining and Energy Dubravka Đedović Handanović announced that the country is in the ‘first phase of developing a nuclear program’. This move is part of a broader strategy to ensure energy security and transition to cleaner sources, with total planned investments for these energy goals estimated at 14.4 billion euros. Other strategic developments include the expansion of renewable energy capacities, which have tripled over the last four years, and the development of the Đerdap 3 reversible hydroelectric plant in cooperation with Japanese partners. However, Serbia now faces rising natural gas costs driven by surging global oil prices and geopolitical tensions in the Persian Gulf. Although a supply agreement with Gazprom currently shields the country from volatile exchange prices, the contract uses an ‘oil formula’ linked to nine-month oil price trends. Consequently, Serbia is expected to pay approximately 60 percent more for gas, potentially increasing annual import costs by 600 million euros.
