Overview

Serbia is accelerating its energy transition through the ‘Serbia 2035 Plan’, which outlines a total investment of €14.4 billion. This strategic framework aims to enhance energy security, diversify supplies, and increase cross-border capacity by approximately 50%. This follows significant growth in solar and wind capacity, which rose from 400 megawatts to over 1.3 gigawatts in recent years. Major infrastructure projects include the Bistrica pumped-storage hydropower plant, developed with Japanese partners, and the Đerdap pumped-storage plant, intended to function as a regional energy storage hub.

International cooperation is expanding into electricity production through a significant partnership with Azerbaijan. The Serbian government has approved a shareholder agreement to establish a joint venture between Elektroprivreda Srbije (EPS), JP Srbijagas Novi Sad, and the State Oil Company of Azerbaijan Republic (SOCAR). This venture will develop, finance, build, and manage a combined cycle gas power plant near Niš, specifically in the area between Lalinac and Krušac.

The facility is planned to have a capacity of up to 500 MW and will produce both electricity and thermal energy. Ownership will be split equally, with 50 percent held by the Serbian companies and 50 percent by SOCAR. The project, targeted for completion by 2030, is intended to enhance Serbia’s energy security and support industrial development in the southern part of the country.
