South Korea youth employment crisis and AI-driven shifts

Overview

In mid-2026, South Korea’s labor market exhibited a deepening demographic divide. While total employment rose by 108,000 year-on-year in July, the youth population (ages 15–29) saw 191,000 fewer employed persons. The youth employment rate dropped to 44.2%, and the youth unemployment rate rose by 1.3 percentage points to 6.8%, the largest increase in over five years. This decline is contrasted by significant employment growth for those aged 60 and older.

Sectoral shifts highlight a growing vulnerability to automation. Job losses are increasingly concentrated in sectors with high artificial intelligence (AI) exposure. Specifically, 51.3% of the youth employment decline occurred within the ICT and professional, scientific, and technical services sectors. ICT youth employment fell by 74,517, the largest monthly decrease since 2014. Meanwhile, manufacturing and construction continued long-term declines, falling for 25 and 27 consecutive months, respectively.

A generational reversal has emerged within major conglomerates. For the first time, the proportion of employees aged 50 and older has surpassed those aged 30 and under. This shift is most pronounced in domestic-oriented sectors like telecommunications, where workers aged 50 or older reached 25.6% compared to 6.6% for those aged 30 or younger. While growth industries like semiconductors and biotechnology show some youth hiring, high levels of automation in semiconductors have limited large-scale job creation. Additionally, first-quarter data showed that while wage-earning jobs grew by 292,000, employment for those aged 20 and younger fell by 76,000, marking 14 consecutive quarterly declines since late 2022.
