South Korean public housing expansion
Overview
South Korea’s Ministry of Land, Infrastructure and Transport has initiated several large-scale public housing projects to increase residential supply in the metropolitan area.
In late September 2026, the government designated two new public housing districts in Goyang and Uiwang. The Goyang Daegok Knowledge Convergence District and the Uiwang Ojeon-Wanggok District are expected to provide a combined 23,000 housing units. Managed by the Korea Land and Housing Corporation (LH), these projects are slated for construction beginning in 2029, with a target completion date of 2035.
Following the designation, LH has commenced establishing district plans for these sites. To accelerate the timeline, LH pre-ordered design and survey services in May, a proactive approach expected to shorten the overall project duration by approximately four months. The Goyang Daegok project will develop 9,400 units near Daegok Station, while the Uiwang Ojeon-Wanggok project will provide 14,000 units near the planned Uiwang City Hall Station.
Additionally, the Ministry selected 11 candidate sites for the ‘Urban Public Housing Complex Project’ within Seoul to supply approximately 18,000 units. These sites include six transit-oriented high-density zones and five low-rise residential revitalization zones. Notable locations include a site near Hyochang Park Station in Yongsan-gu, expected to provide roughly 4,040 units, as well as sites in Seocho-gu near Isu Station and Mapo-gu near Mangwon Sports Park. The government plans to hold resident briefing sessions in October 2026, with the goal of designating project districts in the first half of 2027 and commencing construction by the second half of 2030.
