Spain expands local retail voucher and language incentives

Overview

Since late June 2026 Spanish municipalities have paired small‑merchant vouchers with measures to raise the profile of co‑official languages. Early pilots – the “Come, compra, ama O Grove” drive in Galicia, Basque‑language signage grants in Barakaldo and the Valencian “Rebaixes en valencià” summer‑sales campaign – were scaled up nationally in July.

Massanassa opened enrolment for the scheme, issuing €100 prepaid cards funded 50‑50 by the council, while the Balearic regional government tripled its allocation to €3.8 million, distributing vouchers to dozens of merchants on each island. More than 60 % of participants had already exhausted first‑round funds, and the programme generated €6.53 million in sales, a €2.70 return per euro spent.

The Valencian campaign was refreshed in mid‑July with a digital promotion kit created by graphic artist Ana Policarpo and coordinated by the Office of Linguistic Promotion of Moncada and the Valencian Federation of Municipalities and Provinces.

On 17 July the Diputació de València launched a new edition of “Rebaixes en valencià”, targeting clothing and footwear retailers and providing free graphic resources—including, for the first time, a digital kit for summer and winter sales.

A week later, the Generalitat Valenciana earmarked more than €700,000 for bull‑running festivals and, concurrently, the Valencia City Council opened applications for the Bonos Comercio VLC programme. The scheme will issue 46,041 digital vouchers worth €50 each, with buyers paying €25 and the council matching the amount; vouchers are redeemed via QR‑code in participating local shops.

Together, these actions show a coordinated push across Spain’s regions to stimulate local retail through vouchers while promoting regional languages and cultural activities.
