SPAK investigation into Belinda Balluku

The Special Anti-Corruption and Organized Crime Structure (SPAK) has expanded its investigation into former government official and current deputy Belinda Balluku, adding three specific criminal charges: passive corruption, concealment of assets, and money laundering.

Investigators have identified a suspected link between public procurement processes and Balluku’s personal assets. Specifically, SPAK alleges that Arbër Abazi, owner of Alko Impex General Construction, invested between 288,000 and 410,000 euros to complete a villa in the ‘Green Coast’ complex in Palasë. Abazi’s company was part of the economic operator group that secured the tender for Lot 7 of the Tirana Outer Ring Road, a project valued at approximately 2.35 billion lek.

The inquiry now encompasses eight different procurement procedures, including the construction of the Llogara Tunnel and various segments of the Tirana Outer Ring Road. Following these developments, a court has ordered the seizure of the villa in Palasë, which prosecutors claim is Balluku’s actual property but has been registered under other individuals, such as Igli Tare, to hide ownership.

In response to the deepened investigation, Gazment Bardhi, leader of the Democratic Party’s parliamentary group, has called for the removal of Balluku’s parliamentary immunity to facilitate her arrest.
