Spanish fiscal policy and economic outlook developments

Overview

The Spanish government has implemented various fiscal measures and clarifications regarding taxation and investment. Initially, the Ministry of Finance clarified the application of the IAE tax exemption, ruling that new companies may be denied exemptions if they are deemed a continuation of an existing business based on the ‘economic reality of the operation’.

To encourage long-term investment, the government has approved the ‘Cuenta de Ahorro e Inversión Financia Europa’ (European Investment Savings Account). This vehicle allows individuals to invest up to 150,000 euros in a single, non-transferable account. To qualify for tax benefits, at least 70% of the portfolio must be linked to the European Economic Area, with specific requirements of at least 50% in equities and 35% in European equities. Investors can trade assets within the account without triggering Personal Income Tax (IRPF) provided funds remain for at least five years. Upon withdrawal, the first 10,000 euros of capital gains are tax-free, with a 20% exemption on subsequent gains. The account is subject to a maximum liquidity limit of 1,500 euros.

Regarding the broader economic outlook, BBVA Research has raised its 2026 GDP growth forecast for Spain to 2.6%, up from 2.4%, though it warns of risks regarding interest rates and energy costs. Amidst these developments, structural challenges remain, including a reported gap between economic growth and employee engagement, with a University of Navarra study noting that only 10% of Spanish workers feel committed to their jobs.
