Spanish regional depopulation and economic strategies

Overview

Regional political leaders in Spain have proposed various economic and social strategies to address depopulation and stimulate growth. In Cuenca, José Martín-Buro of the People's Party has called for differentiated taxation to attract investment, while in Castilla-La Mancha, Paco Núñez has pledged to reduce taxes and bureaucracy to encourage foreign investment.

Financial aid packages have been implemented in Soria and Granada. Under ‘Plan Soria 2026’, 595,000 euros were approved for vocational training and youth housing. In Granada, the Spanish Government allocated over 2.35 million euros to ten projects selected by the Ministry for the Ecological Transition and the Demographic Challenge. These include the ‘Granada Local Energy Offices Network’ and the ‘WADI-Connect’ pilot project for rural mobility. The Provincial Council of Granada has also allocated 2 million euros to support small municipalities through improved transportation and health services.

Efforts to bolster rural economies include the ‘Rural Talent’ meeting in the EUROACE region, co-financed by the European Union, and initiatives focusing on female entrepreneurship, such as the UGT regional meeting in Albacete and the Gadis Rural Women's Forum. In León, local mayors have identified housing, employment, and basic services as primary obstacles to resident retention.

In response to the loss of public services and the impact of large-scale macro-projects, the movement La Revuelta de la España Vaciada launched the ‘Resistencia Rural’ initiative during its assembly in Segovia. This initiative aims to coordinate platforms across La Rioja, Aragón, Castilla y León, and Castilla-La Mancha to defend rural territories and ensure local resource extraction benefits the resident communities.
