Syrian fuel price hikes and civil unrest

Overview

Syria has implemented significant fuel price increases, including a 40 percent rise in diesel, approximately 28 percent for 95-octane gasoline, and a 26 percent increase for 90-octane petrol. Additionally, gas prices for households and industry have risen by 9 percent.

The Ministry of Energy characterized these adjustments as “temporary measures” driven by rising global procurement costs, shipping, and insurance expenses, alongside a two-month maintenance period at the Baniyas refinery that has increased reliance on imports. Syria currently produces approximately 100,000 barrels of oil per day against a daily consumption of roughly 300,000 barrels.

The price hikes have triggered widespread protests across several provinces, including Aleppo, Idlib, Hama, Raqqa, Deir ez-Zor, and Al-Hasakah. Demonstrators have blocked major highways, such as the M5 international road connecting Damascus to Aleppo, and burned tires. In some areas, protesters have also blocked oil tanker convoys heading to central refineries.

As unrest continues, demonstrators have called for the dismissal of the energy and economy ministers and the head of the Syrian Petroleum Company. Meanwhile, the Syrian People's Assembly has scheduled a hearing for Energy Minister Mohammed al-Bashir to address the economic impact of these adjustments. The situation occurs against a backdrop of extreme economic hardship, with the United Nations Development Programme estimating that 90 percent of Syrians are living below the poverty line.
