Turkey vehicle inspection system updates and safety guidance

Overview

Turkey is preparing for a major overhaul of its vehicle inspection system, scheduled to begin on August 15, 2027. The new era, managed by TURKA for a 20-year period (2027–2047), involves an investment program of approximately $3 billion and aims to service a fleet of 34.5 million vehicles, generating roughly 16 million annual inspections.

To facilitate this transition, a 2,500-square-meter Vehicle Inspection Model Center has been established in Arnavutköy, Istanbul. This R&D hub tests next-generation technologies, including AI-supported imaging, contactless laser measurement, robotic equipment, and centralized data management. The facility currently utilizes two heavy vehicle and three passenger vehicle lines for underbody scanning and tire measurement. International media has noted the involvement of partners such as the US-based Opus Group in providing AI and laser technology.

The planned national infrastructure includes 352 centers (249 fixed and 103 mobile) with approximately 900 inspection lines. To address driver complaints, negotiations with the Ministry of Transport and Infrastructure have resulted in the elimination of commission fees for credit and debit card payments.

In light of the upcoming changes, TÜVTÜRK has issued warnings regarding fraudulent websites and unauthorized payment requests, emphasizing that booking inspections is entirely free and must be conducted through official channels, such as the official website, call centers, kiosks, or e-Devlet. The new system will integrate advanced tools to reduce human error, providing technical assessments that Minister Abdulkadir Uraloğlu described as akin to a vehicle’s ‘MR or CT scan.’
