UK grooming gang inquiry and rising child abuse arrests
Overview
In June 2026 the UK grooming‑gang scandal escalated. Courts handed down severe sentences in two high‑profile cases, and MP Rupert Lowe’s privately funded “Rape Gangs Report” claimed up to 250,000 white British girls had been abused by organised gangs, 87 % of convicted offenders identified as Pakistani‑Muslim. Under pressure, Prime Minister Keir Starmer launched a statutory independent inquiry chaired by former Children’s Commissioner Baroness Anne Longfield, with hearings beginning on 24 June in London, Oldham, Bradford and Keighley. An independent 219‑page report compiled court records, earlier investigations and survivor testimony, reaffirming the 250,000‑victim estimate and accusing police, social services and the NHS of returning victims to abusers and suppressing ethnicity data. The survivor‑led version released on 24 June repeated the scale – 149 districts, tactics of befriending, drug‑ging, torture, forced abortions and trafficking – and called for urgent reforms to child‑protection procedures. On 28 June the inquiry concluded that organised grooming gangs, largely men of Muslim background, operated in at least 149 local‑authority districts. A Metropolitan Police audit uncovered more than 12,000 historic alleged incidents, with over 4,000 likely to be reopened. Operation Beaconport, the National Crime Agency’s review unit, began a detailed audit of the 4,000‑plus closed cases from January 2010 to March 2025 that meet criteria for multiple suspects or victims and where suspects remain alive. So far 1,273 referrals from 23 forces have been sent to the NCA, 236 of them flagged for rape allegations. Metropolitan Police Deputy Assistant Commissioner Kevin Southworth said any case meeting the criteria will be reopened, and London Mayor Sadiq Khan pledged to hold the Met to account. A government‑backed report released on 15 July showed a record 3,809 children arrested for sexual offences in 2024‑25, a 19 % rise from the previous year and the highest number ever recorded.
