The Pentagon and intelligence agencies are conducting an informal review of the U.S. strategic approach in the Middle East, anticipating a post-war period with Iran. This review explores a new operational model involving reduced personnel and fewer permanent installations, should the Trump administration successfully end hostilities.

The conflict, which has now lasted seven months—far exceeding initial estimates of four to six weeks—has highlighted the vulnerability of the U.S. network of military and intelligence bases. Significant damage has been reported at facilities in Bahrain, Qatar, Kuwait, and Saudi Arabia. Notably, an official stated that a CIA facility in Riyadh was ‘essentially destroyed’ by an Iranian strike.

As part of the ongoing strategic shift, the Pentagon is reviewing ways to protect approximately 50,000 deployed troops and critical intelligence infrastructure, including the consideration of underground bases at locations such as Al-Udeid Air Base in Qatar and facilities in Bahrain, Kuwait, and Jordan. The Pentagon may also choose not to rebuild certain damaged installations.

As the conflict has resulted in the deaths of 18 U.S. service members, officials are evaluating a ‘targeted deployment’ doctrine for special forces and CIA agents. Under this model, personnel would remain stationed in the U.S. and deploy to the region only for specific missions to reduce the number of permanent targets. Currently, the U.S. presence includes approximately 50,000 troops, two aircraft carriers, and over a dozen destroyers. Recent escalations have seen U.S. Central Command (CENTCOM) report the destruction of five Iranian crude oil tankers in response to attacks on U.S. Navy vessels. Furthermore, the Pentagon has proposed eliminating direct military assistance to Iraq’s Kurdish Peshmerga by reducing the Counter-ISIS Train and Equip Fund to zero.
