US funding standoff heads to Senate
Entities: Rick Scott · filibuster · SAVE America Act · United States Senate · John Kennedy
Overview
The House approved a short‑term continuing resolution on July 21, 2026, extending federal funding at current levels through Dec. 4. The 220‑205 vote saw six Democrats break with their party, while Rep. Thomas Massie (R‑KY) was the sole Republican dissenting. Speaker Mike Johnson warned that Democrats would “own the chaos” if a shutdown occurred, and Democratic leaders criticized the bill for lacking immigration‑related provisions.
President Donald Trump warned on July 22 that a shutdown could still loom on Sept. 30 if the stopgap expires. With both chambers entering August recesses, lawmakers have roughly 11 days of overlap before the deadline, a window further squeezed by Labor Day and Rosh Hashanah.
The measure now moves to the Senate, where a 60‑vote supermajority is required. Senate Republicans, led by John Kennedy (R‑LA), have pressed to attach the GOP‑backed SAVE America Act—a photo‑ID and citizenship‑verification election bill—to the funding package. Senators Mike Lee (R‑UT) and Rick Scott (R‑FL) have sought a roll‑call vote on the amendment before the recess, heightening the risk of a shutdown if negotiations stall.
The partisan dispute continues as Republicans blame Democrats for past shutdowns, while Democrats remain concerned about immigration funding and election‑fraud narratives.
