US-Romania defence and strategic cooperation

Overview

In late August 2026, a high-level US Congressional delegation led by Mike Rogers, Chairman of the House Armed Services Committee, visited Romania to strengthen strategic ties and discuss regional security in the Black Sea and on NATO’s Eastern Flank.

During the visit, Defense Minister Radu Miruță accompanied the delegation to Borcea Air Base, highlighting the facility’s role in training Romanian and Ukrainian pilots to operate F-16 aircraft. Miruță described the US presence as an “essential component of the allied deterrence and defence posture.” He also addressed concerns regarding the NATO 3.0 framework, stating there are no indications of US troop withdrawals and noting the recent deployment of approximately 400 additional US personnel. Regarding regional stability, Miruță stated there is currently no intelligence suggesting Russia intends to attack a NATO member state, characterizing the conflict in Ukraine as reaching a stalemate.

In addition to military discussions, Interior Minister Cătălin Predoiu met with Rogers to discuss deepening bilateral cooperation in internal affairs, linking regional stability to economic prosperity. Economic and industrial cooperation remains a priority, with officials focusing on attracting American capital and expanding production capacities. The SAFE program has been credited with reviving five previously inactive manufacturing facilities, while the Romanian Navy continues to integrate Naval Strike Missile (NSM) systems into the corvette August Român to bolster maritime defense.
