Veracruz ORFIS leadership transition and oversight data
Overview
The Veracruz State Congress has commenced the selection process for a new head of the State Superior Oversight Body (ORFIS) for the 2026-2033 term. This follows the upcoming conclusion of Auditor General Delia González Cobos’s mandate. The incoming official will serve a seven-year term starting September 26, 2026.
Recent legislative reforms to Article 67 of the Veracruz Political Constitution have expanded the candidacy pool by removing requirements that candidates be Veracruz natives or meet minimum residency periods. This allows professionals from across Mexico to compete. At least nine potential candidates have been identified, including Bárbara Galindo Ramos, Eric Domínguez Vázquez, and Aurelio Rivera Galindo. The registration period ends August 28, followed by interviews and the formation of a three-person shortlist, with a final vote expected in September.
As her term ends, González Cobos aims to deliver the audit report on the 2025 Public Account during the first half of September, ahead of the legal October 1 deadline. This final report will include transparency and public resource management ratings for the first year of Governor Rocío Nahle’s administration, alongside evaluations of previous municipal administrations. The report is also expected to address tensions regarding press freedom in Veracruz, noting past criticisms made by the ORFIS head toward journalists.
Regarding oversight performance, ORFIS has accumulated 361 complaints concerning irregularities in public resource usage. Of these, the State Attorney General's Office (FGE) has judicialized only 10 cases, representing 2.8 percent of the total. Approximately 72 cases were closed by the FGE after determining no criminal action was required.
