The conference addressed six major themes, including regional development and the management of Vietnamese citizens living abroad. Foreign Minister Le Hoai Trung noted a strategic shift toward viewing the diaspora as active partners for national development.

Key legislative focuses included Resolution No. 24-NQ/TW, which aims to protect cadres who are innovative and willing to take responsibility, and Resolution 25-NQ/TW, which addresses ideological work strategies in the context of digital transformation. To support political stability, new regulations regarding protection measures for high-ranking officials—including the General Secretary, President, Prime Minister, and Chairperson of the National Assembly—are set to take effect on July 1, 2026.

Following the national conference, provincial authorities have launched localized initiatives to protect the Party’s ideological foundations. In Lao Cai, a scientific workshop was held to develop a handbook for cadres to help identify issues and counter “hostile viewpoints” regarding Marxism-Leninism and Ho Chi Minh Thought. Meanwhile, Bac Ninh province has launched a political essay competition to enhance awareness and foster social consensus, aiming to strengthen Party building and rectification efforts through public and professional participation.
