Overview
In mid-September 2026, the Slovenian National Assembly held an extraordinary session to consider legislative changes to mitigate high fuel prices for the agricultural and transport sectors. The proposed measures include reducing the excise tax on heating oil from 157.50 to 42 euros per 1,000 liters. Additionally, the government is seeking EU approval to temporarily lower taxes on 95-octane gasoline, diesel, and heating oil below European directive limits. If approved, gasoline taxes could drop to 139.5 euros, diesel to 105 euros, and heating oil to zero euros per 1,000 liters for six months, a move estimated to result in a 256.5 million euro loss in tax revenue. To protect supply chains, road carriers of goods and passengers may be eligible to recover up to 70 percent of additional diesel costs exceeding a reference price. Carriers may also receive a 150 euro subsidy per energy-efficient tire. Subsidies for heating oil would cover the difference between reference and threshold prices for sectors including agriculture, forestry, beekeeping, fishing, and aquaculture, with Borzen estimated to provide 36 million euros for the program. The Chamber of Commerce and Industry of Slovenia (GZS) welcomed the adoption of the Act on Temporary Measures to Protect Food and Transport Supply against High Fuel Prices. The GZS noted that fuel costs can represent up to 30 percent of transport costs and that over 90 percent of Slovenia’s goods exchange depends on road transport. On September 17, the government proposed further relief for the agricultural, forestry, and fishing sectors following extreme weather and high costs, including an €8.1 million emergency aid package. On October 12, the European Commission supported Slovenia’s request to temporarily reduce excise duties on gasoline and diesel below minimum European directive levels.
