Greece vehicle license plate shortage and digital reform

Overview

Greece is facing a potential automotive market crisis driven by a shortage of metal blanks required to manufacture vehicle license plates. This shortage, which began impacting the motorcycle sector in early 2026, threatens to block the registration of new cars and motorcycles, including vehicles that have already been manufactured, imported, and sold. Despite warnings from regional authorities to the Ministry of Infrastructure and Transport as early as February, the supply issue persists, risking a situation where consumers cannot take delivery of vehicles they have already purchased or financed.

To address these chronic delays and stock shortages, the Ministry of Infrastructure and Transport is implementing a new digital system for ordering and manufacturing plates. Promoted by Deputy Minister Giorgos Kotsiras, the reform replaces the previous centralized procurement tender model with an open, fully digitized market.

A central component of this reform is the creation of a Manufacturers’ Register, allowing any company meeting specific technical, security, and equipment standards to participate. The new process involves electronic requests for new registrations or replacements (due to damage, theft, or loss), which are integrated with the e-paravolo and DIAS systems for automated verification and payment. Once verified, a digital production order is sent directly to a certified manufacturer, a move intended to increase market flexibility and ensure a steady supply.
