Gender-based violence and insecurity in Latin America

Overview

Gender-based violence and sexual abuse remain critical issues across Latin America and Spain. In Argentina, the ‘Ahora Que Sí Nos Ven’ observatory reported at least 200 lethal victims of gender-based violence between January and September 2026. In Entre Ríos, the Superior Tribunal de Justicia (STJ) reported approximately 10,000 gender violence complaints annually. STJ member Laura Soage noted that the current volume of cases is “nearly unmanageable” and emphasized that “institutional fragmentation often prevents effective protection,” as a lack of coordination between agencies can cause protective measures to fail. To address this, the STJ has convened representatives from universities, professional colleges, and civil society to develop the Inter-institutional System for Addressing Violence (SIAV) and incorporate diverse perspectives into the tool.

In Colombia, reports indicate a significant rise in sexual violence and femicide, specifically involving sexual abuse against minors and elderly women in regions such as Huila, Nariño, and Antioquia.

In Mexico, the perception of insecurity reached a 13-year low in September 2026 at 58.1 percent. According to INEGI’s National Survey of Urban Public Security (ENSU), this represents a 4.9 percentage point reduction from September 2025. Regional improvements were noted in San Luis Potosí and Cajeme, Sonora. In Cajeme, the perception of insecurity fell by 13.8 percentage points over the past year, dropping from 83.6 percent to 69.8 percent. Other notable shifts include Tlalnepantla, which saw a 13.8 point decrease, and Nezahualcóyotl, which saw a 12 point reduction alongside improved trust in municipal police. Despite these trends, women continue to report a higher perception of insecurity than men.

In Spain, judicial workloads continue to rise. In Andalusia, women take an average of over seven years to report domestic abuse. The country has recorded 42 femicides so far in 2026.
