Overview

The development of the Accra-Kumasi Expressway in Ghana has progressed from the preparatory clearing phase toward a formal procurement stage. Following the completion of right-of-way clearing by Ghana Armed Forces (GAF) engineers, the project is moving into a critical legal and administrative stage.

President John Dramani Mahama has officially announced the commencement of the procurement process for the construction of the expressway. Under a new arrangement, the Ghana Armed Forces will transition from their clearing duties into a paid subcontracting role, serving as a major subcontractor to the primary construction firm selected through competitive procurement. During a meeting with the Ahafo Regional House of Chiefs, the President expressed confidence that the project would progress toward commissioning within approximately three years.

The project’s financing has become a subject of intensifying domestic debate. While the Mahama administration intends to finance the 198.7-kilometre project using domestic resources to avoid external borrowing, the projected cost has been highlighted as US$4 billion. President Mahama indicated that US$2 billion has already been set aside, with the full amount expected to be mobilized by the end of 2026.

Opposition leaders continue to challenge the use of public funds. Alan Kwadwo Kyerematen, leader of the United Party, has argued that because the road is expected to be tollable, it should be financed through private-sector participation, such as Build-Operate-Transfer models. Dr. Nana Yaw Adutwum, Director of Policy for the United Party, further argued that ring-fencing public funds for the expressway prevents the government from addressing urgent national commitments, such as unpaid promotion arrears and deprived area allowances for teachers.
