Overview

Electricity prices in the Baltic region continue to experience significant volatility driven by renewable energy fluctuations and grid maintenance. In late August, Latvia and Lithuania saw prices surge by 84 percent, reaching 123.83 EUR/MWh and 123.8 EUR/MWh respectively, as solar and wind generation in the Nord Pool region declined. While prices briefly dipped by late August due to increased renewable output, Enefit noted that price risks remained higher than the previous year. Grid maintenance, including repairs on the Estonia-Latvia interconnection and the Estlink-1 cable, further constrained the import of cheaper Finnish electricity. In Latvia, legislative discussions emerged regarding amendments to the ‘On Environmental Impact Assessment’ law. These changes could allow authorities to reject new electricity projects if certain wind power capacity thresholds are met in a municipality or region, sparking debate over long-term energy security and price stability. By September, wholesale prices in Lithuania rose 36 percent compared to August, reaching 109 EUR/MWh. This increase was attributed to rising natural gas prices, maintenance at nuclear plants in Finland and Sweden, and higher prices in neighboring markets. During mid-September, Latvia and Lithuania saw a 34 percent price increase, exacerbated by maintenance on the Estonia-Latvia interconnection which reduced transmission capacity by 122 MW. Although prices briefly dropped in late September due to increased wind power, they surged again by the end of the month as wind production halved. Experts anticipated further increases in October due to the heating season and diminishing solar generation. This materialized in mid-October when Lithuanian electricity prices nearly doubled between October 12 and 18, rising 97 percent to an average of 159 EUR/MWh. Litgrid attributed this spike to a more than 50 percent drop in wind power generation across the Baltic Sea region, which caused local generation to fall by one-third and increased import needs by 66 percent.
