Overview

Electricity prices in the Baltic region have experienced significant volatility driven by fluctuations in renewable energy generation and grid maintenance.

In mid-August, Lithuania saw wholesale electricity prices rise by 72.2 percent, reaching 67.4 EUR/MWh, following a decrease in wind energy generation across the Baltic Sea and Scandinavia. By late August, the price surge intensified across the entire Baltic region. Latvia and Lithuania both reported price increases of approximately 84 percent, while Estonia’s prices rose 2.1 times to 93.07 EUR/MWh. This was driven by a significant drop in renewable output and limited interconnection capacity due to scheduled repairs on the Estonia-Latvia interconnection and the Estlink-1 cable.

By the end of August, prices began to fluctuate downward as wind and solar generation increased, though Enefit noted that the risk of price increases remained higher than a year prior.

In early September, Latvia began considering legislative shifts that could impact long-term energy stability. Proposed amendments to the law ‘On Environmental Impact Assessment’ have passed a second reading in the Saeima. These changes would allow authorities to reject new electricity production projects if certain wind power capacity thresholds—150 MW at the municipal level or 500 MW within a planning region—have already been met. Critics argue these thresholds could hinder the development of new capacity and lead to higher electricity prices. Consequently, there are growing calls for Latvia to become an ‘electro-state’ by transitioning to domestic renewable sources and battery storage to reduce vulnerability to global market disruptions.
