Overview

In mid‑July 2026 the Federation of Bosnia and Herzegovina drafted an amendment to its veterans' rights law, creating a monthly “borački dodatak” of 1.50 KM for each month of wartime service between April 1992 and December 1995. The draft targeted demobilised combatants with at least one year of service and families of deceased or missing veterans, estimating about 383 000 eligible recipients and an annual cost of roughly 235 million KM.

On 19 July 2026 the President and Vice‑President of the Federation’s Veterans' Association met with Federal Minister of Labour and Social Policy Adnan Delić, raising concerns that recent pension‑law changes left veterans with under three years of service without clear entitlement. The amendment was formally adopted by the House of Peoples on 30 July 2026.

The same day, the Federation Parliament approved the amendment, confirming the monthly allowance of 1.5 KM per month of service for veterans who served at least one year and whose income is below 50 % of the minimum pension. The law covers members of the Army of Bosnia and Herzegovina, the HVO and the Ministry of Interior police, and extends benefits to family members of deceased veterans. The estimated 383,500 beneficiaries will cost about 234.7 million KM annually, with the first‑level processing handled by municipal veteran‑invalidity offices and special provisions for claimants in Republika Srpska and Brčko District.

Implementation is set for 1 January 2027. Veteran representative Hamzu Krkalić criticised the cost estimate as inflated. In a separate legislative move, the Federation government introduced amendments to the Law on Social Protection allowing parent caregivers to retain their status after age 65, aiming to protect roughly 3,000 families.

The amount may be adjusted by the Federation government in the future, and several delegates warned the sum may be insufficient relative to veterans’ contributions.
