Brazil aquaculture and fishing sector development

Overview

Brazil’s Minister of Fishing and Aquaculture, Edipo Araujo, has conducted several initiatives to strengthen the nation’s fishing and aquaculture sectors through regional visits and international partnerships.

In the states of Ceará and Bahia, the Minister focused on supporting artisanal fishers and shellfish gatherers. In Salvador, Bahia, Araujo promoted ‘Pronaf Azul,’ a credit line within the Safra Plan offering interest rates between 0.5% and 2% through modalities such as Pronaf B, Pronaf Mais Alimentos, and Pronaf Custeio. He also inspected the Embrapa ‘Sisteminha’ initiative in Camaçari, which integrates tilapia farming with vegetable production to enhance food security.

In the Amazon, the Ministry of Fisheries and Aquaculture (MPA) partnered with the UK’s Centre for Environment, Fisheries and Aquaculture Science (Cefas) for a technical mission from October 5 to 9, 2026. The mission, which included visits to Manaus and Barcelos, aimed to promote the sustainable development of the ornamental aquatic organism chain by integrating scientific research with the empirical knowledge of local fishermen on the Middle Negro River.

Legislative and financial efforts are also expanding. The Chamber of Deputies is reviewing Bill 3194/26, which proposes the creation of the National Program for Infrastructure, Safeguarding, and Processing of Continental Artisanal Fishing (Propesca-Infra) to modernize structures and logistics for artisanal fishers. Additionally, the MPA and Finep have launched a public selection process to allocate R$ 120 million toward innovation projects, such as efficient vessels and refrigeration systems, to support family farming and artisanal fishing cooperatives.
