Overview

Bulgaria’s Ministry of Health and the National Health Insurance Fund (NHIF) have expanded digital health and preventive outreach through the “Summer Without Risk” campaign. Running throughout August 2026, the initiative provides free, anonymous HIV testing and counseling nationwide, with additional hepatitis B and C screening in select locations. Mobile medical units and laboratories are deployed to various venues, including Burgas and Haskovo, to provide testing and information on electronic health records.

The campaign has driven a significant surge in the adoption of the eZdrave mobile health app. Following an initial period where roughly 4,600 citizens activated the app, a subsequent push between July 29 and August 12 saw 9,158 citizens link their devices to electronic health records, bringing total recent activations to over 14,000. Regional Health Inspection (RZI) teams, such as those in Plovdiv and Pernik, have intensified efforts through mobile registration campaigns to assist residents and young parents with digital integration.

Following the August 1 activation of the “Public Control” module, the app has become a tool for oversight. In a single month, citizens submitted 1,760 reports of suspected unregulated medical activities, including fictitious examinations and unrealistic hospitalizations, primarily in Sofia, Varna, Plovdiv, and Burgas. In response, the NHIF has initiated 560 inspections.

The eZdrave app has grown to 450,000 active users, with approximately 1,100 new users joining daily. Planned updates for October 2026 include a dental module and a “Financial Profile” module to display the exact state expenditures for an individual’s treatment.
