Bulgarian and Black Sea security developments
Overview
Bulgaria is facing heightened political, economic, and maritime security concerns. In the Black Sea, escalating tensions and hybrid threats have intensified. Political analyst Dimitar Bechev warns that recent drone incidents near Bulgarian territorial waters are part of a broader pattern of ‘horizontal military escalation and vertical hybrid threats.’ These actions aim to disrupt Ukrainian grain exports and destabilize regional political structures and critical infrastructure on the NATO and EU Eastern flank.
Recent developments have seen increased military and political alarm. MEP Stanislav Stoyanov reported that explosions from attacked vessels have been audible from the Bulgarian coast and noted that a Ukrainian drone exploded on Bulgarian territory near strategic gas infrastructure. Stoyanov warned that the Black Sea is becoming increasingly dangerous for commercial shipping, threatening food security and tourism.
In response, Defense Minister Dimitar Stoyanov has announced the mobilization of all available military resources to secure the region, including reinforcing eastern radar coverage and increasing fighter-reconnaissance aviation from the Air Force and Navy. Major General Nikolay Rusev, commander of the Bulgarian Air Force, confirmed that intensified patrolling is a preventive measure. While current patrols utilize MiG-29, Su-25, and L-39 models, Rusev noted that radar systems—some over 30 years old—face limitations detecting low-flying drones. New radar systems and IRIS-T missile complexes are expected within 1.5 years.
To address these threats, Bulgaria and Romania are establishing a Black Sea security hub with bases in Varna and Constanta. Bulgarian Foreign Minister Velislava Petrova and French Foreign Minister Jean-Noël Barrot announced the initiative as part of a strategic European approach to counter hybrid and cyber threats. The Varna base is expected to be located at the Nikola Vaptsarov Naval Academy. Additionally, both Bulgaria and France have called for a moratorium on strikes against merchant ships to protect regional food security and maritime trade.
