Campina Grande municipal governance and service reform

Overview

In late July 2026, Campina Grande’s administration launched two major public recruitment drives, attracting over 86,000 applicants for more than a thousand municipal and transit-service positions. A few days later, the city council held a public hearing on the municipal health system, where councilwoman Kallyna Dias and councilman Severino da Prestação led discussions with health professionals and community members about strategic, infrastructural, and staffing shortcomings, while also underscoring the strategic importance of the planned light-rail (VLT) project.

Subsequent developments deepened the focus on public-service reform. A Brazilian court ordered the municipality to reserve 10% of the vacancies in the upcoming municipal exam for black candidates, mandating revisions to the exam notice, a reopening of registrations, and imposing daily fines for non-compliance.

Legislative and oversight efforts have continued to target the municipal health network. Councilman Saulo Germano proposed a bill to integrate capillary blood glucose testing into initial patient screenings to improve the detection of hyperglycemia or hypoglycemia. Additionally, Councilman Severino da Prestação has been inspecting structural renovations at the Ronaldo Cunha Lima Health Center in the Três Irmãs region, which include updates to flooring, plaster, and tiling to improve service conditions.

Following a civil public action by the Public Ministry of Paraíba, the Court of Justice of Paraíba upheld a preliminary injunction requiring the municipality to implement these racial quotas. Consequently, the examination schedule organized by IDECAN will be postponed, and the original notice (Edital nº 01/2026) must be rectified to include rules for classification and heteroidentification procedures. The registration period will be reopened for at least ten days specifically for candidates seeking reserved vacancies, though existing registrants may also opt into the quota modality via the electronic system without additional fees.
