Commercial flight passenger misconduct incidents
Overview
Reports have emerged regarding separate incidents of passenger misconduct involving indecent behavior on commercial flights.
In one instance on a Copa Airlines flight from Panama City to Rosario, Argentina, two passengers were arrested after being accused of engaging in sexual activity in business class. While some reports suggested a child witnessed the act, a witness testified that the six-year-old child nearby was asleep. The individuals were removed from the aircraft upon landing, though no charges were filed.
In a separate incident on American Airlines Flight 1779, an Airbus A319 traveling from Baltimore/Washington to Miami, a female passenger was detained by law enforcement. On Friday, September 11, the passenger, seated in row 9, allegedly undressed and engaged in explicit, indecent acts in view of other passengers while the aircraft was cruising at approximately 38,000 feet.
According to Aircraft Communications Addressing and Reporting System (ACARS) logs, the lead flight attendant notified the cockpit and requested law enforcement be waiting at the destination. The plane landed in Miami around 11:23 p.m. EDT without diverting, where officers met the aircraft at the gate to apprehend the individual.
Following the incident, the passenger was identified as 46-year-old Katy Inzer. An incident report from the Miami-Dade Sheriff’s Office stated a passenger reported that Inzer had ‘remove(d) her pants and began to actively masturbate while making inappropriate sounds.’ Inzer reportedly replaced her clothing and slept for the remainder of the flight. Upon arrival, law enforcement noted she had ‘strong odor of alcohol [sic] beverage and bloodshot eyes,’ though she claimed she did not remember the event. The case has been forwarded to the FBI, which noted it investigated 104 incidents of sexual assault and misconduct on commercial aircraft in 2024.
