Côte d’Ivoire economic diversification and energy expansion

Overview

Côte d’Ivoire is pursuing a US$206 billion economic diversification and structural transformation strategy through its National Development Plan (PND), focusing on infrastructure, energy, and agro-industry. In the energy sector, the country is positioning itself as a regional hub via offshore developments, including Eni’s Baleine project. Industrial diversification is expanding through the rubber industry’s integration into the biofuel value chain. A partnership with Eni Côte d’Ivoire allows rubber seeds to be pressed locally into vegetable oil. The Fédération des organisations professionnelles agricoles de producteurs de la filière hévéa de Côte d’Ivoire (FPH-CI) reported that the commercialization of these seeds generated 8.945 billion FCFA for producers and cooperatives between 2023 and 2025, with 63,000 tonnes supplied to Eni.

To support agricultural stability, the financial sector is increasing liquidity. The state-owned Banque Nationale d’Investissement (BNI) announced a 300 billion FCFA fund to support the 2026-2027 coffee-cocoa campaign. In 2025, chemical fertilizer imports reached a record 789,500 tonnes, a 38% year-on-year increase, driven largely by the cocoa and cotton sectors. This surge follows an increase in the guaranteed cocoa producer price, which rose from 1,800 FCFA per kilogram in 2024 to 2,800 FCFA in October 2025.

Efforts to modernize oversight and industrialize production are also advancing. While the 2021-2025 PND targeted 40% cotton fiber transformation, the country continues to work toward reducing its reliance on raw exports. On August 25, 2026, the Conseil Coton, Anacarde et Karité signed an agreement in Shanghai with the China Council for the Promotion of International Trade to foster investment, technology transfer, and capacity building in the cotton, textile, and apparel sectors. Additionally, the national traceability system (SNT) for cocoa and coffee is undergoing testing, with full implementation expected by September 2026.
