Germany expands Afghan deportations via Taliban agreement

Overview

In late July 2026, Germany expanded its deportation regime for Afghan citizens. A new federal decree removed previous restrictions that limited expulsions to criminals and security threats, enabling the removal of adult, single men who lack legal residency. This process involves direct coordination with the Taliban-run government to verify identities and issue travel documents.

By 12 August, the German government, led by Chancellor Friedrich Merz, formalized a diplomatic agreement with the Taliban. This deal allows Taliban officials to operate within diplomatic missions in Berlin and Bonn in exchange for Germany’s right to conduct up to three direct deportation flights per month. On 28 August, a three-person Taliban technical delegation arrived in Germany via Qatar to assist with consular services, such as repairing passport printing equipment.

Following the arrival of the delegation, the human rights organization Pro Asyl accused the German government of “politically upgrading the Taliban regime” through the issuance of visas. Pro Asyl Managing Director Helen Rezene argued that the government is pursuing a policy of “gradual normalization” that subordinates human rights to migration control.

German Human Rights Commissioner Lars Castellucci warned against actions resembling the recognition of the Taliban without human rights progress, emphasizing that courts must ensure no individual is returned to a country where their life is at risk. Concurrently, the Taliban government defended its recent ban on public protests as being “in absolute agreement with Islamic law,” a move condemned by international human rights groups as an attempt to stifle dissent.
