Greece home renovation and housing subsidy programs

Overview

Greece’s ‘Renovate Home’ program, a state-subsidized initiative providing between 70% and 95% of eligible renovation costs, reached its deadline for issuing eligibility certificates on September 30, 2026. Over 93,000 applications were submitted through the electronic platform, consisting of approximately 80,000 for primary residences and more than 13,000 for vacant or unused properties. The Ministry of Finance indicated that applications for vacant properties submitted since at least 2024 are expected to be approved in their entirety, while funding for primary residences is prioritized based on applicant income. Subsidies are capped at €300 per square meter, with maximum amounts reaching €36,000 for a 120-square-meter home. The program includes provisions for larger homes up to 150 square meters for large families, a 5% subsidy increase for properties in island or mountainous regions, and additional support for vulnerable social groups. As of October 2026, the ‘Anakainizo’ renovation program is entering a new phase. Minister of Social Cohesion and Family Domna Michailidou reported that approximately 94,000 certifications have been issued. By October 20, citizens can begin submitting documentation to receive a 50% advance of their subsidy to commence works. The program aims to renovate over 20,000 homes, focusing on ‘closed’ properties to increase the long-term rental supply and mitigate rising rent prices. On October 20, the Greek ministries of National Economy and Finance and Family published the implementation guide for the program under the 2021–2027 NSRF. With a total budget of 500 million euros, the initiative targets low- and middle-income households for renovation and energy upgrades. To qualify, renovations must improve a property by at least one energy class. Eligible works include plumbing, electrical installations, and energy-efficient windows or insulation. For non-resident owners, the program requires long-term rental commitments and prohibits short-term Airbnb-style leases.
