Greek economic trends and labor market shifts

Overview

Greece continues to see significant economic shifts characterized by rising foreign investment and evolving labor policies. Greenfield investments rose by 34% in 2025, with growth concentrated in high-value sectors such as software, IT services, logistics, and manufacturing. By the first seven months of 2026, Foreign Direct Investment (FDI) nearly doubled, reaching €7.6 billion. This surge was driven by major transactions, including UniCredit increasing its stake in Alpha Bank and a €4.25 billion capital increase by the Public Power Corporation (PPC), which included a €1.2 billion contribution from CVC Capital Partners.

In the logistics sector, over €800 million in investments are expected for new warehouse facilities between 2026 and 2029. Consumer patterns also show change; total monthly household spending rose by 5.5% in 2025 to an average of €1,820. While the labor market shows declining unemployment in certain periods, there is a persistent gender gap in participation and a rise in job vacancies.

Regional disparities remain stark. While the Attica region saw a real GDP increase of 11.3% compared to 2019, Western Macedonia experienced an 18% decline. To leverage growth, Attica announced a €17 million investment to promote the ‘Greater Athens Region’.

Expanding on these development efforts, the Ministry of Development has finalized the evaluation of 186 investment plans totaling €723.6 million under the Development Law. These projects, expected to create over 2,000 sustainable jobs, are split between Special Encouragement Areas (Cycle B) and Manufacturing and Supply Chain (Cycle D) frameworks. The approved plans include 69 projects under ‘Special Support Areas’—comprising 54 in manufacturing and 15 in tourism—and 117 plans under the ‘Manufacturing and Supply Chain’ framework. Total state aid, distributed through grants and tax exemptions, is expected to reach approximately €392 million.
