Greek maritime monitoring and fishery reform efforts

Overview

Greece is implementing several initiatives to enhance maritime monitoring and protect its territorial interests. The Ministry of Rural Development and Food has launched specific components of the ‘Fisheries, Aquaculture and Sea (PALYTH) 2021-2027’ program to modernize the fishing sector. A 62.1 million euro digital upgrade project is underway to implement a monitoring system for 10,743 small-scale coastal fishing vessels, involving tracking devices and tablets to automate the recording of geographic location and activity.

Under Action 1.1.2 of the PALYTH program, a 16 million euro funding initiative is available to support approximately 400 professional fishers and businesses for investments that do not increase overall fishing capacity. This program targets small-scale coastal fisheries, remote islands, and inland fisheries. Public support rates range from 50% to 85%, with higher subsidies offered to vessels under 12 meters or those in remote areas. The Ministry has extended the application deadline for this funding to Friday, October 16, 2026, at 15:00.

Further legislative reforms are being introduced to modernize the sector. Deputy Minister Thanasis Kavvadas has presented a 77-article bill to the Standing Committee on Production and Trade, featuring the first significant amendment to the Fisheries Code in 56 years. This legislation proposes a new National Fisheries Control System and an upgraded Integrated Fisheries Monitoring System (OSPA) to digitize data regarding licenses, landings, trade, and traceability. The bill also aims to streamline digital licensing procedures from 19 requirements down to two.

Parallel to these domestic fishery upgrades, Greece is addressing sovereignty disputes in the Aegean Sea through the ‘Aegis 2’ program.
