Overview
In early July 2026 Guatemala announced the end of a temporary fuel subsidy that had lowered diesel by GTQ 8 per gallon and gasoline by GTQ 5 per gallon. Two weeks later the Voluntad, Oportunidad y Solidaridad (VOS) parliamentary bloc filed a complaint alleging that the subsidy’s abrupt termination, its post‑internalisation payment method and a 33 % rise in fuel consumption pointed to possible misallocation of funds.
On 22 July the VOS deputies lodged the complaint formally, and five days later Congress convened an extraordinary session to interpellate Social Development Minister Abelardo Pinto and to discuss a new fuel‑subsidy proposal. The draft bill would raise the subsidy to GTQ 12 per gallon for diesel and GTQ 3 per gallon for gasoline, costing roughly GTQ 5.4 billion and remaining in force until December.
Further legislative work scheduled for the same extraordinary session includes the National Port System Law and reforms to the IUSI (single‑property) tax. Lawmakers note that the fuel‑subsidy package alone would exceed the budget allocations of ten of the fourteen ministries, aiming to ease costs for cargo and passenger transport amid growing political pressure on President Bernardo Arévalo’s administration. Parallel IUSI tax discussions consider lowering the residential rate to three per mil or abolishing the tax, with proposals to compensate municipalities through alternative fiscal mechanisms.
