Overview
The BP‑Iberdrola joint venture at the Castellón refinery moved from construction to commissioning in mid‑2026. After the Spanish Ministry for the Ecological Transition reassigned up to €211 million of EU IPCEI Hy2USE funding—supplemented by €15 million from the NextGenerationEU recovery plan—the 25‑MW electrolyser, built from five 5‑MW PEM modules supplied by Plug Power, entered testing in late June and began commissioning in early July. Green‑hydrogen production is slated to start before year‑end, targeting roughly 2,800 tonnes annually to offset the refinery’s natural‑gas and grey‑hydrogen use and to supply hard‑to‑decarbonise sectors such as ceramics and chemicals. BP and Iberdrola are evaluating capacity expansions, aligning the project with the EU Accelerate EU package and bolstering Spain’s emerging hub for electrolyser manufacturing, green methanol, and renewable‑fuel infrastructure. In parallel, Moeve and Exolum’s terminal joint venture, Terminal Puerto Tartessos, closed a €105 million project‑finance package in July 2026. BBVA acted as sole bookrunner, underwriter, MLA and hedge coordinator, while Kutxabank served as lead arranger. The funds will finance a 511‑metre berth and modern logistics facilities at the Muelle Sur terminal in the Port of Huelva, supporting Moeve’s La Rábida Energy Park and Europe’s largest second‑generation biofuels plant. Further expanding Spain’s hydrogen push, Moeve announced that construction of the Onuba plant will begin on 17 September 2026 in Palos de la Frontera, Huelva. The first phase of the Valle Andaluz del Hidrógeno Verde will install a 300 MW electrolyser, with an optional 105 MW expansion, and is projected to produce about 45 000 tonnes of green hydrogen per year, avoiding roughly 250 000 tonnes of CO₂. Funding combines more than €1 billion of private capital with €263 million from Spain’s Recovery, Transformation and Resilience Plan.
