The inquiry examined Greenwood’s ties to the Perrottet brothers, noting that while Jean-Claude Perrottet is a person of interest, former premier Dominic Perrottet is not accused of wrongdoing. Evidence included a 2023 text from Greenwood to Jean-Claude Perrottet referencing ‘filthy schools money’, to which Perrottet replied, ‘Don’t put that in writing.’ CCTV footage also showed the pair placing mobile phones two metres away from a table during a meeting at a Double Bay hotel, an act interpreted as an attempt to prevent eavesdropping.

Regarding Jean Nassif, the commission investigated whether Greenwood agreed to share in a $2 million bribe. Greenwood denied that discussions with business partner Christian Ellis regarding luxury cars were linked to anticipated payments from Nassif, claiming such conversations had been ongoing for 12 months.
